How do you change the language for Windows Vista?

I lent the PC to a friend for a few months and he forgot to change the language back to English. It's in Spanish and I understand Spanish perfectly but I can't really find where you change the language.How do you change the language for Windows Vista?
1 - Open Regional and Language Options by clicking the Start buttonn, clicking Control Panel, clicking Clock, Language, and Region, and then clicking Regional and Language Options.

2 - Click the Keyboards and Languages tab.

3 - Under Display language, choose a language from the list, and then click OK.
