How to change the language on a notebook computer?

Apparently, the language is all in french on a Vista os and since I don't understand a word of French, how can it be turned back to English? How to change the language on a notebook computer?
And you got this computer from?

If the OS was installed in French and you just bought the puter, why do not you replace it?

For the most part, each copy of Vista comes in one distinct language. (Exceptions, however, do exist, such as in India where there are multiple dominant languages.) If you wish to change the language you must download a Multilingual User Interface Pack (MUI). Unfortunately such is only supported by Vista Enterprise and Vista Ultimate, so as a Home Premium user there is nothing you can really do unless you are willing to either upgrade to Ultimate or purchase an English copy.

Even if you can change the language, I am afraid some programs will still display in French.

You can do 2 things here, you could try to do a system restore (which I do not think is possible because you and I do not speak French) or download and run this program, once you run it, follow the on screen instructions, it claims to install different languages on vista OS even the not supported ones, I have not tried the program by myself but a lot of people praises it so it must be good. Is free also. Just be sure you download the right version for your vista.
