How Can I Change My Computer Language?

I want to change my grandfathers laptop from english to persian/farsi. He can't read or speak in english so that's why i want to do it. Not only do I want the computer to be persian but also anything on the internet. His laptop is running Windows Vista.How Can I Change My Computer Language?
Please follow the steps below;

1.Click “Start” on left down corner at your PC

2.Click “ Control Panel”

3.Click “Clock Language %26amp; Region” then choose “Change Keyword or other input methods”

4.The “Regional %26amp; Language Options” box comes out, from left to right you will see the buttons “Formats”, “Location”, “Keyboard %26amp; Language” %26amp; “Administrative”; read the options to change what you want in there;

5.Finally click “OK”

6.Restart your PC after all steps done.
